What AS 1851 is
AS 1851-2012, Routine service of fire protection systems and equipment, is the Australian Standard that sets out how the fire protection systems in a building must be inspected, tested and maintained once they are installed. Design standards decide what gets built; AS 1851 decides what keeps it working. Its stated objective is to maintain the reliability of fire protection systems so they continue to meet their approved design, and are likely to keep doing so until the next scheduled service.
The standard does three things. It prescribes the routine activities for each type of system, it prescribes how often each activity must happen, and it prescribes the records that must be created and kept as proof. All three matter equally: a test that isn't documented might as well not have happened, because at assessment time the record is the evidence.
What the standard covers
AS 1851 is organised by system type, with a dedicated schedule of activities for each. It covers automatic fire sprinkler systems, fire pumpsets, fire hydrant systems, water storage tanks for firefighting, fire detection and alarm systems (including the fire indicator panel), special hazard systems such as gaseous suppression, fire hose reels, lay-flat hose, portable and wheeled extinguishers, fire blankets, passive fire and smoke systems (fire doors, smoke doors, fire-rated walls and penetration seals), fire and smoke control features of air-handling systems, and emergency warning and evacuation systems.
If a measure appears on your building's Fire Safety Schedule, there is almost certainly a section of AS 1851 that dictates its care. The one habitual blind spot is passive fire. Doors and dampers have long service traditions, but penetration seals — the fire-stopping around every cable, pipe and duct that passes through a fire-rated wall — are routinely never surveyed after handover. Every trade that pulls a new cable through a riser potentially breaches a wall, and without a periodic survey nobody knows. It is consistently the largest source of undiscovered defects in otherwise well-run buildings.
The frequency framework
The heart of the standard is its tiered frequency framework. Each system has a stack of activities that repeat on different clocks, from quick operational checks to major once-a-generation overhauls. The longer the interval, the deeper the work. As a working picture:

The exact activities and intervals differ system by system — sprinklers carry the most demanding schedule, extinguishers one of the simplest — but the principle is universal: several clocks run at once, and compliance means all of them are current, not just the annual one.
Two practical consequences follow. First, cost is lumpy. A building can run years of routine servicing at a steady rate and then hit a five- or ten-year milestone that is a genuine capital event; good providers forecast these years in advance rather than springing them on you. Second, frequency compliance is cumulative. Missing a six-monthly test cannot be cured by the next annual — the gap is permanent in the record, and it is exactly what an assessor or council auditor looks for.
Defects, and how the standard classifies them
A well-run building isn't a building with no defects — every building generates them — it is a building where defects are classified, prioritised, rectified and closed out on the record.
Why it matters at AFSS time
The Annual Fire Safety Statement and AS 1851 are two halves of one system. The AFSS is the owner's yearly declaration that every essential measure can perform to its required standard; AS 1851 is the maintenance regime that makes that declaration possible. When the Accredited Practitioner (Fire Safety) assesses each measure inside the 90-day window, their starting evidence is the service history. A complete AS 1851 record makes endorsement straightforward. A patchy one forces the practitioner to test more, charge more, and in the worst case decline to endorse — at which point the statement stalls, the anniversary approaches, and the council's escalating penalties ($1,000 in week one, rising to $4,000 per week) come into view.
Since February 2026 the connection is even tighter. The maintenance itself is now a legal obligation, independently of the AFSS. An owner whose records show missed frequencies has two problems, not one: a statement that is hard to endorse, and a maintenance breach a council can act on directly.
The records a well-maintained building should hold
Documentation is half the standard. A building that is genuinely on top of AS 1851 can produce, on request:
- Baseline data for each system — the installation and commissioning benchmarks against which routine tests are compared.
- A logbook or digital record for every system showing each scheduled activity, its date, its result and who performed it, with no gaps against the required frequencies.
- Tags or labels on equipment such as extinguishers and hose reels evidencing their last service.
- A defects register showing classification, rectification and close-out for every issue found.
- The current Fire Safety Schedule and past Annual Fire Safety Statements.
- At least seven years of history across all of it.
Modern providers keep this in cloud-based maintenance platforms rather than paper logbooks, which is worth insisting on: when the assessor, the council or an insurer asks, the answer should be an export, not an archaeology project.
What to ask of your service provider
The standard is only as good as the contractor executing it, so the questions that matter are simple:
- Is every measure on our Fire Safety Schedule covered by the contract, including passive fire?
- Are the service frequencies in the contract expressed as AS 1851-2012 frequencies?
- What records do we receive after each visit, and can we access them at any time?
- How are defects classified and reported to us?
- Which five- and ten-year milestones fall due in the next three years?
A provider who can answer all five without hesitation is running your building to the standard. One who can't is running it to a price.
